Hi stupid question how hot do heat mats get because mine does not seem to go above 75f.I have a thermosat with it what can I do

How are you measuring the temperature, any photos?

Where is the probe?

What is the thermostat set at?

On top of substrate and thermostat is set at 88f

Ignore the numbers on the thermostat, just turn it up until the digital thermometer reads correctly. You may have to thin out the substrate layer if it still has trouble penetrating.
