Everytime ive wieghed spike well for the past 3 times hes been 700g does this mean its time to step up his feed. I usually wiegh 3 or 4 days after feeding but hes always the same

I'd still be feeding every 7 days until 800g in the routine I follow.

Also, rat weaners vary significantly in size, are you weighing them at all?

ok. so when hes fed next ill way the weaner feed spike and a few days l8r and see what the results are. What do i do if he hasnt put the weight on.

At 700g you're looking for a 70-80g rat, he'll put weight on, don't worry

It depends what your local shop names things and how you decide when a weaner is a rat etc.
